I normally use the ''User List'', the thing is, normally i don't want that the person that is assigned to change that field by reentering in the form, normally, and for me, to keep the control, only the ''Project Manager'' that can Reassign and again, they shouldn't have to enter in the form to do it by web if they don't have any source near by, it would be easier with the app.
Please be aware that if you are using the "User List" Control in the Form, it is possible to Edit the Form (depending on the status of the form) and then re-assign the Form to another user. Have you explored this as an option?
